Bangkok AOAN Delegates metting

I. Call to Order:
Meeting conducted by AOAN President: Ching Piao Tsai (Taiwan), AOAN Vice President: William Carroll (ANZAN, Australia), Secretary Treasurer: Man Mohan Mehndiratta (India), WFN regional Director: Amado San Luis (Philippines). Attendees: Richard W Frith (ANZAN, New Zealand), Raymond TF Cheung (Hong Kong), Lawrence Wong (Hong Kong), Oded Abramsky (Israel), Shigeki Kuzuhara (Japan), Beom S Jeon (South Korea), Godfrey Robeniol (Philippines), Mohammad Wasay (Pakistan), Christopher Chen (Singapore). Tin Htar Nwe (Myanmar) , Chuanzhu Yan (China), Tan Kay Sin (Malaysia). Absentees: Delegates from Vietnam, Mongolia, Thailand, Indonesia. WFN Trustee: Ryuji Kaji (Japan). II.Expression of Thanks
AOAN President, Prof. Ching Piao Tsai (Taiwan), expressed on behalf of the National Delegates sincere thanks to Prof. Mehndiratta (India), Secretary Treasurer, for the conduct of this National Delegate¡¦s Meeting. The delegates and honored guests applauded in agreement and much approval.

III.Approval of the minutes of the previous meeting
The minutes of the meeting held in New Delhi in Oct. 24, 2008 were moved to be approved by Prof. Carroll (Australia) and was duly seconded by Prof. Chen (Singapore)

IV.Signing of the Securities and Exchange Commission (SEC) for Foreign Corporation in the Philippines
Prof. San Luis (Philippines) expressed that the Philippine Neurological Association shall act as host to the registration of the AOAN. Suggestions included establishing a designated bank account where funds raised can be deposited. There are new regulations in the Philippines about SEC registration rules. It requires a one million peso deposit and about 20 thousand pesos for registration. In his point of view, there is no rush to register, but more importantly there is an urgent need to open a bank account, which they did. They will put that on hold until they are able to have this amount in the future. The account has 2000 dollars and the check was a donation from the 16th Indian Academy of Neurology congress held in New Delhi October 2008.

IV.Secretary-Treasurer report and the budget of AOAN
Prof Tsai (Taiwan) expressed that there is no budget for business matters for AOAN maintenance expense like web-site, e-news letter, personnel etc. Prof Mehndiratta (India) echoed that sentiment while also indicating that there is currently a very nice website which was made without any money but that there should be money for tasks such as building and maintaining the website and also day to day activities. Prof Tsai (Taiwan) estimated that about 10,000 dollars per year is needed for the maintenance of AOAN business matters. Prof Mehndiratta (India) emphasized that AOAN should enter into a Memorandum of Understanding according to the article IV of AOAN by-laws, the AOCN host member society should remit to the AOAN a percentage of the net profit from the congress in favor of the AOAN, the amount shall not exceed 25% and will be determined at the time of voting for the next AOCN and they had donate 2000 US dollars for the AOAN from the 12th AOCN. In fact, according to the AOAN articles XI, all the AOAN member should deliver membership fees $0.50 cents (U.S) per member annually and should be paid on or before 31st of December. Prof Tsai suggested that 500 dollars minimum per member per year, but It is going to be a more complex process because of the by-laws, in the meanwhile, for some countries 500 US dollar is still beyond their burden, finally, the delegates suggested contribution to AOAN depending on countries budget situation and Prof kaji suggested to seek for the support of WFN as well.

VI.Committee Reports and Planning Discussions
Prof Tsai (Taiwan) reported the different chairs of the committees. Prof. Mehndiratta (India) chairs the Membership Committee initiated successfully to encourage members like Sri Lanka, Bangladesh as well as Turkey, Iran who were not as active to renew their participation. Prof Tin Htar New represents Myanmar and join AOAN as a new member this year. Prof. Mohammad Wasay (Pakistan) chairs the Committee on Research which will organize and activate the committee because there are already some research proposals he has in mind. Prof. Lawrence Wong (Hong Kong) chairs the Committee on Education with suggestions to set a platform for young researchers to learn and discuss. The ANZAN has agreed to run a trial on real time broadcast of their Brain school next year, stating may be 1-2 sites from other Asia cities first to test their webcast capacity. There may have other societies providing similar educational materials too. He also suggests to have a regular review article session based on Asian perspective using Neurology Asia as the platform. Then Neurology Asia will become the official journal of the AOAN as well.

VII.Suggestions to Promote the AOAN and Discussion on correspondence
Prof Mehndiratta (india) Request WFN to link AOAN websites to link out the other related websites to get more information. The profile of other office bearers like vice president and secretary General including their photographs should be placed on the website of AOAN. AOAN office bearers should attend or be invited by country chapters annual conferences for enhancing the participation of AOAN as an organization in the society and compiling national lists to nominate capable people from these lists.

VIII.Proposal of adoption of Neurology Asia as official journal of AOAN
Prof Lawrence Wong (Hong Kong) proposed that Neurology Asia, which is the official journal of the ASEAN Neurological Association (ASNA), also be adopted by AOAN as also its official journal. The AOAN¡¦s education committee will be responsible for sourcing review articles of Asian neurological interest. CT Tan (editor-in-chief, Malaysia) explained that the Journal began in 1996. It is indexed by SCI Expanded (an ISI journal). The online version is under open access. Limited print version is distributed to the national neurological associations in the region. The Journal is published by ASNA, and the adoption by AOAN as its official journal do not entail any financial implication. There will be more representations of the region in the Editorial Board, and the proposal will further enhance the cooperation between neurologists in this region. The proposal was put into motion and approved by all the delegates.

IX.Presentation by organizers of 13th AOCN Australia of arrangements and scientific program would be held on June 8-14, 2012. Melbourne
Prof Richard W Frith (ANZAN, New Zealand) Announced that the 13th AOCN meeting would be held on June 8-14, 2012. Melbourne, he expressed the advantage of this as the venue is in the center of Melbourne and within walking distance to many places. He mentioned that there will be a fruitful scientific program for a meeting of this sort. Invitation to speakers will be predominantly to those of the region and the event will invite people to speak by forgoing the registration fee and perhaps providing accommodations. The unique Aussie experience will be available. He also showed the figures provided from the conference organizers. The registration fee will be 800 Australia dollars, meanwhile, the Victorian government has given 130 thousand Australian dollars advancen supporting attendance to those who otherwise can¡¦t come. It will probably be better to provide support to people by early registration to reach more people, he sincerely expresses that the spirit of this meeting is to be as generous as possible in order to get as many people as possible to participate. The outcome of the budget is based on 1500 delegates, he would expect 800 delegates in a normal event, and to reach these assumptions would need an additional 1000 registrants from the AOAN, and he looks forward to all of you participating in 2012.

X.2017 WCN meeting X. Discussion on shortening the interval between the two annual meetings
Prof Christopher Chen (Singapore) expressed that WFN already announced that the next conference would be held in Vienna, and there was no vote which was a little surprising. Actually, they had an internal discussion and Vienna was chosen. This brings up the issue that if the AOAN should also consider making a strong case for ourselves and it turns out the next time Asia is used is 2017 after 2015 in the America. So we also have to think efficiently whether we will carry on having meetings every 4 years because if we do the next AOAN followed 2012 will be 2016. This is something for the AOAN to consider whether we merge the meeting with 2017. We will come into this in 2017 but he think it¡¦s a really important point and we should be thinking about it now. He personally thinks that seriously.

Prof Amado San Luis explained that according to AOAN Article XIII, Any member of the Governing Council may propose amendments to the Constitution and Bylaws. The proposal must be submitted to the Secretary-Treasurer at least 3 months prior to the meeting the Governing Council where it will be referred to member societies for consideration and inclusion in the agenda. He suggested that after this meeting someone send a proposal then we can discuss it at the delegates meeting.

Prof Lawrence Wong (Hong Kong) proposed that the AOCN may be held no later than 4 years then we can have the congress date with more flexibility. If we amend the by-laws this year (2010) then there should be another AOCN in 2014 followed by 2012 in Melbourne. Prof Tsai (Taiwan) concluded that the proposal presented at the next delegates meeting should discuss this important issue.

XI.Any other matter with the permission of Chair and table agenda
Prof Amado San Luis (Philippines) reminded the body about the AOAN being founded in June 26, 1961. June 26, 2011 would be the 50th year, a 50th year celebration should be in order. The 13th AOCN still falls in the year long period which is June 8-14, 2012. Prof. Frith and Dr. Carroll took this into note and consideration.

XII.Next AOAN business and Annual General Meeting
According to the AOAN article IX, delegates meeting shall as much as possible coincide with annual meetings of its member societies and shall be made at least 30 days from the date. 2010 AOAN delegates should probably be meeting in Seoul, Korea at the 7th world stroke congress 13-16 Oct 2010 or Kobe, Japan at the International Congress of Clinical Neurophysiology 28 Oct to Nov 1, 2010.
